The first time someone asked me “Do you have a DigiD?” I had absolutely no idea what they were talking about. Turns out, it is the key to basically everything official in the Netherlands – taxes, health insurance, subsidies, you name it. I put off setting mine up for weeks and regretted it immediately. Do not make my mistake. Here is how to get your DigiD sorted quickly and painlessly.
Just arrived? Start with our complete guide to moving to the Netherlands.
What Is DigiD?
DigiD stands for Digitale Identiteit (Digital Identity). It is a login system created by the Dutch government that allows you to securely identify yourself online. Think of it as a government-issued username and password for accessing public services.
When you log into a government website with your DigiD, the system verifies your identity using your BSN (Burgerservicenummer). This means the website knows exactly who you are, just as if you showed your ID at a physical counter.
Why You Need DigiD
You will need DigiD for virtually every interaction with the Dutch government and many public services:
| Service | Why You Need DigiD |
|---|---|
| Belastingdienst (Tax office) | File tax returns, check assessments, apply for toeslagen (subsidies) |
| MijnOverheid | Central government mailbox, official letters |
| Health insurance | Check coverage, declare care costs, choose provider |
| UWV | Unemployment benefits, sick leave |
| SVB | Child benefits (kinderbijslag), pension (AOW) |
| Municipality | Request documents, report moving, parking permits |
| DUO | Student loans, diploma recognition |
| Pension fund | Check pension accrual, retirement planning |
| Kadaster | Property ownership information |
| RDW | Vehicle registration, driver’s license status |
Without DigiD, you would need to visit physical offices for all of these — often with long wait times and limited opening hours.
Prerequisites
Before you can apply for DigiD, you need:
A BSN (Burgerservicenummer) — You receive this when you register at your local municipality. This is the first step after arriving in the Netherlands.
A Dutch address — The activation code is sent by physical mail to your registered address in the Basisregistratie Personen (BRP).
A valid email address — For account recovery and notifications.
A Dutch mobile number (recommended) — For SMS verification and the DigiD app.
How to Get DigiD: Step by Step
Step 1: Go to digid.nl
Visit www.digid.nl and click “Aanvragen” (Apply) or switch the language to English at the top of the page.
Step 2: Enter Your Personal Details
You will need to provide:
- Your BSN (citizen service number)
- Date of birth
- Postal code and house number (must match your BRP registration)
Step 3: Choose Your Username and Password
- Username: At least 6 characters, no spaces. Choose something you will remember but is not too obvious.
- Password: At least 8 characters, must include uppercase, lowercase, and a number.
Tip: Use a password manager to store your DigiD credentials securely. Losing access to DigiD can be inconvenient.
Step 4: Add Your Email and Phone Number
- Enter a valid email address
- Add your Dutch mobile number (recommended for SMS verification)
Step 5: Wait for the Activation Letter
DigiD sends a physical letter to your registered Dutch address containing an activation code. This typically arrives within:
- 3-5 business days within the Netherlands
- 1-3 weeks if sent internationally (via Dutch embassy)
Step 6: Activate Your Account
- Return to digid.nl
- Click “Activeren” (Activate)
- Enter your username, password, and the activation code from the letter
- Your DigiD is now active
Important: You must activate within 20 days of receiving the letter. After that, the code expires and you will need to request a new one.
Setting Up the DigiD App
The DigiD app adds an extra layer of security and makes logging in faster. Some government services now require the app for higher security levels.
How to Set Up the DigiD App
- Download the DigiD app from the App Store (iOS) or Google Play Store (Android)
- Open the app and tap “Activate”
- Log in with your DigiD username and password
- Verify via SMS (a code is sent to your registered phone number)
- Scan your ID — Hold your passport or Dutch ID card against the back of your phone (NFC required). The app reads the chip in your document.
- Set a PIN — Choose a 5-digit PIN for daily use
- Enable biometrics (optional) — Fingerprint or face recognition for quick access
Security Levels
DigiD has different security levels (betrouwbaarheidsniveaus):
| Level | Method | Used For |
|---|---|---|
| Basis | Username + password | Basic government sites |
| Midden | Username + password + SMS | Tax returns, toeslagen |
| Substantieel | DigiD app + ID scan | Health insurance, financial services |
| Hoog | DigiD app + ID scan + PIN | Highest security services |
Most government services require at least “Midden” level (SMS verification).
Common Uses for Expats
Filing Your Tax Return
Every year (typically March-April), you file your Dutch tax return at mijn.belastingdienst.nl using DigiD. The system pre-fills much of your information. Learn more in our Dutch tax system guide.
Applying for Toeslagen (Subsidies)
The Netherlands offers several income-based subsidies:
- Zorgtoeslag — Health insurance allowance (up to €155/month)
- Huurtoeslag — Rent allowance
- Kinderopvangtoeslag — Childcare allowance
- Kinderbijslag — Child benefit
All applications go through toeslagen.nl, which requires DigiD.
Checking Your Health Insurance
Access mijnverzekerdegegevens.nl to verify your health insurance status, check your deductible usage, and see which care costs have been declared. Compare plans using Independer.nl. Read our health insurance guide.
MijnOverheid — Your Digital Mailbox
Once you activate MijnOverheid (linked to DigiD), the government sends official letters digitally instead of by post. This includes tax assessments, municipality correspondence, and more. Set it up at mijn.overheid.nl.
Troubleshooting Common Problems
“BSN not recognized”
- Make sure you are registered at your municipality (BRP)
- Check that you are entering the correct BSN (it is 9 digits)
- If you recently registered, wait 1-2 business days for the system to update
Activation letter not received
- Check that your postal code and house number match your BRP registration exactly
- Wait the full 5 business days before contacting support
- Check with your roommates or building management — letters sometimes go to shared mailboxes
- You can request a new activation letter on digid.nl
DigiD app cannot read your ID
- Make sure NFC is enabled on your phone
- Remove any phone case that might block NFC
- Hold your passport flat against the back of your phone (near the top on most phones)
- Make sure you are using a passport with a chip (look for the chip symbol on the cover)
- The Dutch ID card works better than a passport for NFC reading
Account locked
- DigiD locks after 3 failed login attempts
- Wait 15 minutes and try again
- If still locked, request a new activation letter
Security Tips
Never share your DigiD — No one should ever ask for your DigiD credentials. The government, your employer, and your accountant should never need your login.
Use a strong, unique password — Do not reuse your DigiD password for any other account.
Enable SMS verification — This adds important security to your account.
Set up the DigiD app — The highest security level, and also the most convenient for daily use.
Keep your phone number updated — If you change your Dutch phone number, update it in DigiD immediately.
What You Can Do with DigiD: The Full Picture
Once you have your DigiD set up, it unlocks a surprising amount. I always tell expats: think of it less as “a login” and more as the key to your entire life as a Dutch resident. Here is what it actually gives you access to.
Belastingdienst (Dutch Tax Authority)
Via mijn.belastingdienst.nl, your DigiD lets you:
- File your annual income tax return (aangifte inkomstenbelasting)
- View and pay any preliminary assessments (voorlopige aanslag)
- Apply for and manage all toeslagen (allowances — see below)
- Check your tax letters and correspondence history
- Request a tax deferral or installment plan
If you are new to the Netherlands and wonder why everyone talks about the Belastingdienst so much — it is because it handles not just taxes but the entire subsidy system. Without DigiD, you cannot access any of it digitally.
Toeslagen (Government Allowances)
Via toeslagen.nl, DigiD gives access to:
- Zorgtoeslag — Health insurance allowance (up to €155/month for singles, higher for partners, based on income)
- Huurtoeslag — Rent allowance for low-to-middle income renters
- Kinderopvangtoeslag — Childcare subsidy covering 33–96% of daycare costs
- Kinderbijslag — Child benefit via SVB (different portal, also requires DigiD)
These are not small amounts. A single person on €32,000/year can claim about €115/month in zorgtoeslag. A family using 3 days of daycare at median income saves €500–€900/month through kinderopvangtoeslag.
MijnOverheid — Your Digital Mailbox
mijn.overheid.nl is your centralised inbox for all government correspondence. Once activated, official letters from the Belastingdienst, your municipality, the RDW, and other agencies arrive here digitally instead of by post. This is genuinely useful: you will not miss letters because you were travelling or had a mailbox issue.
Set up MijnOverheid immediately after activating your DigiD — it takes 2 minutes.
Healthcare Portals
Most Dutch health insurers and healthcare providers now integrate DigiD for login:
- mijnverzekerdegegevens.nl — Check your health insurance status, see what care costs have been declared, verify your deductible (eigen risico) usage
- Hospital patient portals (virtually every Dutch hospital uses DigiD for their patient portal)
- GP practice portals for appointment booking and referrals
- Pharmacy portals for prescription history
Other Government Services
| Service | What You Can Do |
|---|---|
| Gemeente (municipality) | Request certificates, register a change of address, parking permits |
| DUO | Diploma recognition, student loan status |
| RDW | Vehicle registration, driving licence status, road tax |
| UWV | Unemployment benefit applications, sick leave notifications |
| SVB | AOW pension statements, kinderbijslag claims |
| Kadaster | Property ownership records |
DigiD App vs SMS Verification: Which Should You Use?
When you log in to a government site, you will be asked for a security level beyond just your username and password. You have two main options: SMS verification or the DigiD app. Here is how they differ and when each is used.
SMS Verification (Level: Midden)
After entering your username and password, a 6-digit code is sent to your registered Dutch mobile number. You enter it on the website to confirm your identity. This satisfies the “Midden” security level, which covers most everyday tasks: tax returns, toeslagen applications, health insurance portals.
Pros: Simple, works on any phone, no app required Cons: Requires a Dutch SIM, slightly slower, cannot be used for higher-security services
If you do not yet have a Dutch phone number, you can use DigiD with SMS temporarily pointing to an international number — but getting a Dutch number is strongly recommended.
DigiD App (Levels: Substantieel and Hoog)
The app authenticates you by:
- Scanning a QR code on the government website
- Unlocking the app with your PIN or biometrics
- Optionally: confirming with your ID document NFC chip
This satisfies “Substantieel” and “Hoog” security levels — required for services like changing health insurance, accessing detailed financial records, and some municipality services. As government services have upgraded security requirements in 2025–2026, the app has become effectively necessary for many tasks.
My experience: I tried to switch health insurers in January using just SMS verification and got blocked — the insurer’s portal now requires DigiD app level. Set up the app from day one.
Pros: Faster than SMS once set up, works offline, higher security level, required for an increasing number of services Cons: Requires NFC-enabled phone, need your passport/ID card to activate
The ID scan step: When you first activate the DigiD app at “Substantieel” level, you scan your passport or Dutch ID card using your phone’s NFC chip. Most modern smartphones (post-2018) support this. If the scan fails, try: removing your phone case, enabling NFC in settings, using your Dutch ID card rather than your passport (the chip is easier to read), and holding your document still against the back of your phone for 5–10 seconds.
Common DigiD Problems and Fixes
Even after years of using DigiD, I still occasionally run into issues. Here are the ones I see most often with expat clients — and exactly how to fix them.
Problem: “BSN not found” When Applying
Cause: You are not yet registered in the Basisregistratie Personen (BRP) at your municipality, or the registration has not propagated through the system yet.
Fix: Confirm you have completed your inschrijving at the gemeente. If you registered less than 3 working days ago, wait and try again. If it has been over a week, contact your gemeente to confirm your BSN and BRP entry are correct.
Use our BSN planner to walk through the municipality registration steps in order.
Problem: Activation Letter Not Arriving
Cause: Usually a mismatch between the address you entered and your BRP registration — even a minor difference like “Straat” vs “str.” can cause issues.
Fix: Log into digid.nl and request a new activation letter. Before doing so, double-check your registered address on DigID.nl matches your BRP record exactly. If in doubt, request a uittreksel (official extract) from your gemeente to confirm the exact address format.
Problem: Account Locked After Failed Attempts
DigiD locks after 3 consecutive failed login attempts. You will see: “Your account has been temporarily blocked.”
Fix: Wait 15 minutes and try again with the correct password. If you have forgotten your password, use the “Password forgotten” link on digid.nl — you will need your BSN and registered email. If your email has also changed, you will need to request a new activation letter and go through the full process again.
Problem: DigiD App Cannot Connect / QR Code Timeout
Cause: Usually a time-sync issue on your phone, or a slow internet connection.
Fix: Check that automatic time and timezone are enabled on your phone (Settings → General → Date & Time → Set Automatically). A 30-second clock discrepancy is enough to invalidate the app’s authentication tokens. Also try on WiFi rather than mobile data.
Problem: Two-Step Verification Code Not Arriving by SMS
Cause: Wrong phone number registered, or your Dutch SIM is inactive.
Fix: Log into digid.nl and check your registered phone number under “Personal Details.” If you have changed your Dutch phone number and not updated DigiD, update it immediately — this is the second most common DigiD problem I see after activation letters.

Frequently Asked Questions
What is DigiD?
DigiD (Digital Identity) is the Dutch government's online identification system. It is a username and password that verifies your identity when accessing government services online, similar to a digital passport for the internet. You need it to file taxes, access healthcare portals, check your pension, and interact with most government agencies.
Do I need a BSN to get DigiD?
Yes, you need a BSN (Burgerservicenummer/citizen service number) to apply for DigiD. You receive your BSN when you register at your local municipality (gemeente). Without a BSN, you cannot create a DigiD account.
How long does it take to get DigiD?
The online application takes 5 minutes. After applying, you receive an activation code by post within 3-5 business days (within the Netherlands). International mail takes 1-3 weeks. You must activate your account within 20 days of receiving the code.
Can I use DigiD from outside the Netherlands?
Yes, you can use DigiD from anywhere in the world. This is useful for filing Dutch tax returns or checking pension information while abroad. However, the activation letter can only be sent to a Dutch address. If you need DigiD from abroad, you must apply at a Dutch embassy or consulate.
What if I forgot my DigiD password?
You can reset your password on digid.nl by clicking 'Forgot password.' You will need your BSN and the email address linked to your account. A new activation code will be sent to your registered Dutch address.
Is the DigiD app mandatory?
No, the app is not mandatory, but it is highly recommended. The app provides a higher security level and allows you to log in by scanning a QR code instead of entering your password. Some government services now require the DigiD app or SMS verification for extra security.
