Short answer: three things dominate a South African move, and only one of them is Dutch. You need an MVV entry visa. Your driving licence cannot be exchanged unless the 30% ruling applies to you. And the South African side — Home Affairs documents, exchange control on your rand, SARS tax residency, and citizenship retention if you ever naturalise — is where the real work and the real deadlines sit.

South Africans arrive with two advantages nobody else in this cluster has: Afrikaans makes Dutch unusually accessible, and South African professional qualifications are well understood by Dutch employers. They also arrive with the heaviest exit administration of any country here. Plan the South African side first.

Your Timeline: Four Months Out to Month One

Note the extra month. For South African movers, the binding constraint is usually Home Affairs, not the IND.

Four months before. Order your unabridged birth certificate from the DHA, an unabridged marriage certificate if applicable, and a SAPS police clearance certificate if your route requires one. Then have them apostilled by DIRCO — South Africa is a party to the Apostille Convention, so an apostille normally replaces consular legalisation, but confirm the requirement for each specific document with the receiving Dutch authority. Three months before. Confirm the permit route. Employed work means the highly skilled migrant (kennismigrant) permit filed by an IND-recognised sponsor; there is no route you can file yourself for employment. Engage a cross-border tax adviser on the SARS and exchange control side now, while you are still resident.

Two months before. Permit filed, MVV appointment booked. Start the housing search — see finding housing and rental scams, and be sceptical of any landlord asking for a deposit before a viewing.

One month before. Collect the MVV. Execute the money plan (below). Book the gemeente appointment as soon as you have an address — Amsterdam four to six weeks, smaller cities one to two. Arrange medical records and repeat prescriptions to bridge the first weeks.

Arrival week. Gemeente registration and BSN, residence card collection, a GGD tuberculosis appointment if the IND’s country list applies to you, DigiD.

Difference 1: MVV, Sponsor and Salary

South Africa is not on the IND’s MVV-exemption list, so you have the consular stage that American, British, Canadian, Australian, Japanese and South Korean applicants do not. The application is combined — the sponsor files for the MVV and the permit together — but the mission appointment is a genuine scheduling constraint and the most common cause of a slipped start date.

Salary criteria. in 2026, the IND’s gross monthly salary criteria for the highly skilled migrant permit, excluding the statutory 8% holiday allowance, are €5,942 for applicants aged 30 and over, €4,357 for under-30s, and €3,122 under the reduced criterion for recent graduates and former orientation-year permit holders. Two things worth checking when a Dutch offer arrives: that the monthly figure excludes the 8% holiday allowance, and that it meets the criterion valid on your actual start date. On the ancestry question. A great many South Africans have Dutch surnames and Dutch ancestors, and it confers nothing. Dutch nationality by descent turns on narrow statutory rules about your parents at your birth. If you think you may have a claim through a parent, get it assessed by the consulate — but plan the move as a third-country national.


Difference 2: The Licence Is a Genuine Trap

South African movers are more likely than any other group in this cluster to assume their licence will simply transfer, because so much else about the two countries’ paperwork feels compatible. It will not.

The RDW’s list of non-EU/EFTA countries whose licences may be exchanged runs, as of August 2026: Andorra, Alberta, Québec, Gibraltar, Great Britain, Guernsey, the Isle of Man, Israel, Japan, Jersey, Monaco, Northern Ireland, Singapore, Chinese Taipei, South Korea and the former Netherlands Antilles. South Africa is absent, and where a country is not on the list the RDW says exchange is not possible.

The exception, in the RDW’s wording: if you are in the Netherlands for work as a highly skilled migrant and the expat scheme applies to you, you can exchange a licence from any country. So the 30% ruling is, for South Africans, simultaneously a tax benefit and the difference between a municipal appointment and a full Dutch driving exam.

The clock. 185 days from relocating, then you need a Dutch licence. The CBR route is a theory exam, a practical exam and lessons — several months and a four-figure budget, in a country where the practical test is conducted in Dutch or English depending on availability. The 30% ruling itself: no nationality condition, but you must have been recruited from abroad and have lived more than 150 km from the Dutch border for more than 16 of the 24 months before your Dutch employment started. Difference 3: Getting Your Money and Your Tax Status Out of South Africa

This is the section that distinguishes a South African move from every other one in this cluster, and it is the one your Dutch employer’s relocation package will not touch.

Exchange control. South Africa still restricts how much a resident individual may move offshore. The framework runs through the Reserve Bank and your commercial bank, and consists of an annual discretionary allowance you can use without prior approval, plus a much larger foreign capital allowance that requires a tax compliance approval from SARS. Both the amounts and the process have been revised repeatedly, so get the current position from your bank and adviser rather than from a figure you read somewhere.

Tax residency. Ceasing to be a South African tax resident is a formal step with SARS, not something that happens because you bought a plane ticket. It has consequences, including a deemed disposal for capital gains tax purposes on certain assets at the point of ceasing residence, and it affects how South African retirement products may be accessed later. Getting the sequence and the timing right is worth real money.

What to keep. Many South African expats keep a local account open for property income, family support or a policy that cannot be moved. That is fine, but know that as a Dutch tax resident those South African assets enter the Dutch picture too — including the box 3 wealth regime. The ZAR to EUR moment

There is almost always one large transfer in a South African move, and it usually has to arrive before you have a Dutch bank account. The rand corridor is one where the exchange rate spread dominates: a bank will typically quote a modest fee and take its margin in the rate, which is invisible on the receipt but very visible in the euro amount that lands.

Compare on the euro amount received, not the fee. Do not let the transfer become the reason you cannot pay a Dutch rental deposit — a multi-currency account can be opened before you leave, without a BSN or Dutch address, so you have a European IBAN ready on arrival. And separate the exchange control question (may this money leave?) from the transfer question (what is the cheapest way to move it?), because they need different advisers.

Difference 4: Qualifications and Regulated Professions

South African degrees carry weight with Dutch employers, and in engineering, finance, IT and the sciences you will usually be assessed on the qualification itself with no formal recognition step.

The exception is regulated professions. Doctors, nurses, pharmacists, dentists and several allied health professions require BIG registration before they may practise in the Netherlands, which is a substantive process involving verification of your qualification and, depending on the profession, Dutch language requirements and assessments. Teachers and lawyers have their own recognition routes. If you are in one of these fields, start the recognition process before you accept a start date, because it can run longer than the immigration process.

Where you need a formal statement of level — a Dutch degree application, a public-sector role, an integration procedure — IDW issues credential evaluations comparing your diploma to the Dutch education system. Healthcare: From Medical Aid to Basisverzekering

South African medical aid does not follow you and there is no reciprocal arrangement. Dutch basic health insurance is compulsory within four months of arrival and is backdated to that date if you sign up inside the window; miss it and the CAK warns you, fines you (around €469 in 2026 — check the current amount with the CAK) and can assign you a policy.

The adjustments South Africans notice most:

  • Everyone gets the same basic package. It is defined by law and identical at every insurer, so there are no plan tiers to agonise over — you compare premium, deductible (eigen risico) and service. Supplementary cover exists for dental and extended physiotherapy.
  • The huisarts is the gate. No private specialist self-referral in the way South African medical aid allows.
  • No parallel private system to escape into. Care quality is high and consistent, but the speed and choice that a top-tier South African private hospital offers are simply not features of this system.

One Thing to Decide Long Before You Need To: Citizenship Retention

If you ever intend to naturalise as Dutch, note that South African law requires you to apply to the Department of Home Affairs for retention of South African citizenship before acquiring another citizenship. Doing it in the wrong order is the classic and largely irreversible mistake, and it is entirely a South African-side procedure that no Dutch authority will warn you about.

The Dutch side has its own renunciation requirement with a list of exceptions. Read the Dutch nationality guide and take advice on both jurisdictions before starting anything. Naturalisation is years away for a new arrival — but the retention application is not something you can do retroactively.

The Mistake South African Movers Make Most Often

Starting with the Dutch paperwork. The IND process is predictable and largely handled by your employer. Home Affairs, DIRCO, SARS and the Reserve Bank are neither predictable nor handled by anyone but you, and three of the four are much easier to deal with while you are still physically in South Africa. Work backwards from the document that takes longest — usually the unabridged birth certificate — and let that set your departure date.

Do South Africans need a visa to move to the Netherlands?

Yes. South Africa is not on the IND MVV-exemption list, which covers only Australia, Canada, Japan, Monaco, New Zealand, South Korea, Switzerland, the UK, the US, Vatican City and EU/EEA citizens. Your Dutch employer or sponsor files a combined application for the MVV entry visa and the residence permit, and once approved you collect the MVV at a Dutch mission in South Africa before travelling. Can I exchange my South African driving licence for a Dutch one?

Not on the licence itself. The one exception it documents is the expat scheme: if you are here for work as a highly skilled migrant and the 30% ruling applies to you, you may exchange a licence from any country. Does having Dutch ancestors help my application?

Almost never. Dutch nationality by descent is governed by narrow statutory rules about your parents at the time of your birth, not by a family line traced back generations, and the Afrikaans surname on your ID document has no legal effect. If you believe you may have a claim through a parent, put it to the Dutch consulate for assessment rather than assuming — but plan the move on the assumption that you are a third-country national needing a permit.
