In this guide

People move from South Africa to the Netherlands for work, study or family. This guide covers what you can check with the Dutch authorities: the work permit, the 30% ruling, tax, health insurance, driving and housing. For South African tax, healthcare, safety, energy and cost-of-living figures we do not give numbers, because we have not used official South African sources. Use the South African authorities for those, such as the revenue service (SARS), the national Department of Health and Statistics South Africa.

Rules and amounts change, so check the linked official pages before you decide.

Work Permit and Salary Criteria

South Africans are non-EU citizens and need a residence permit to work. For highly skilled migrants the IND says that only an employer recognised by the IND can apply. For 2026 the gross monthly salary criteria, excluding holiday allowance, are €5,942 for 30 and older, €4,357 under 30 and €3,122 on the reduced criterion. The IND indexes them each January. This is a different figure from the 30% ruling salary norm below.

Your nationality decides whether you also need a provisional residence permit (MVV). South Africa is not on the IND’s list of exempt nationalities, and the IND says that for most nationalities you receive the residence permit only if you have an MVV. Check the IND page for your own case.

The IND’s target decision period for a complete application from a recognised sponsor is 2 weeks, and the legal maximum is 90 days.

We do not give salary ranges for Dutch or South African roles. For Dutch pay levels use the CBS pay statistics (see salaries in the Netherlands), and for South Africa use the official South African statistics.

The 30% Ruling

The Belastingdienst calls the 30% ruling the Expat Scheme (30% facility). To qualify you must meet all of its conditions, among them:

  • you are in paid employment;
  • you have specific expertise: in 2026 your annual salary, excluding the tax-free allowance, is more than €48,013, or more than €36,497 if you are younger than 30 with a Dutch academic master’s degree or an equivalent;
  • you are recruited outside the Netherlands, and in the 24 months before your first working day in the Netherlands you lived for more than 16 months at a distance of more than 150 kilometres from the Dutch border.

Your employer applies for it. The tax-free allowance can run for up to 5 years (Rijksoverheid). It is 30% in 2025 and 2026, and from 2027 it becomes 27% for rulings applied from 1 January 2025, with a higher salary norm. See the 30% ruling guide and check your eligibility with the 30% Ruling Calculator before you negotiate your package. The Belastingdienst informs you within 8 weeks of receiving the request. If the request is made within 4 months after you start work, the decision applies from the start of your employment (Belastingdienst).

Housing

We do not give rent examples for individual South African cities. For the Netherlands, Pararius reports the average rent that new tenants paid per square metre in the free sector in the third quarter of 2026: Amsterdam EUR 28.56, Rotterdam EUR 22.92, Den Haag EUR 22.95, Utrecht EUR 22.87 and Eindhoven EUR 19.61 (Pararius Huurmonitor Q3 2026). Multiply by the floor area to get a rough monthly rent before service costs.

For finding housing, start with Pararius and Funda, and consider a furnished short-term option while you look. Read the full housing guide before you start, and the Dutch housing crisis explained for background.

Health Insurance

In the Netherlands health insurance is mandatory if you live or work here. You choose an insurer and take out basic insurance no later than 4 months after arriving, and the cover applies from the day of arrival (Government.nl). You pay:

  • Premium: €157 per month on average in 2026 (Rijksoverheid); it differs per insurer.
  • Eigen risico: €385 per year compulsory deductible for most care other than GP visits.
  • Supplementary insurance (aanvullende verzekering): optional.

Bridging Coverage Before Your Dutch Insurance Starts

SafetyWing’s Nomad Insurance Essential plan is listed from USD 62.72 per 4 weeks for ages 10 to 39 (safetywing.com, 31 October 2026). It is travel medical insurance for the period before you move, not a substitute for Dutch basic insurance.

Safety, Energy and Daily Life in South Africa

We do not compare safety, power supply, healthcare quality or cost of living between the two countries, because we have not used official South African sources for those topics. The Dutch government publishes travel advice for South Africa on NederlandWereldwijd, and South African official statistics are published by Statistics South Africa. Perceptions of safety are personal and vary by neighbourhood and prior experience.

Work and Language

Dutch workplaces differ from one company and sector to another, so treat any generalisation with care. Part-time work is common: in 2025 part-time workers made up 48.6% of employed people in the Netherlands (CBS). Dutch is the language of daily life; take a course early. The best Dutch language courses guide covers your options.

Driving: Your Licence Options

Whether you can exchange a South African licence depends on the RDW’s rules for the country that issued the licence. The RDW’s country list can change and we could not open it ourselves, so we do not say whether South Africa is on it. Check South Africa on rdw.nl and ask your municipality. Both routes are covered in the exchange driving licence guide.

What the RDW does say:

  • A valid licence issued outside the EU/EFTA can be used for 185 days after you start living in the Netherlands. After that you may only drive here with a Dutch licence.
  • Highly skilled migrants to whom the expat scheme applies can exchange a licence from any country.
  • If exchange is not possible, you take the Dutch driving exams at the CBR.
  • RDW needs at least 15 working days to process an exchange.

Practical Checklist: First Steps After Arrival

  1. Register at your municipality (gemeente). You need it for your BSN. Read the BSN registration guide.
  2. Arrange mandatory health insurance within 4 months of arrival.
  3. 30% ruling: your employer applies, ideally within 4 months of your start date.
  4. Open a Dutch bank account. The best bank accounts for expats guide covers your options.
  5. Get a DigiD, your digital identity for government services.
  6. Start Dutch language study.
  7. Sort out your driving licence: check your options on rdw.nl and start before your 185 days end.

Taxes and Financial Administration

Income Tax

In 2026 box 1 income tax for people below the AOW age is 35.75% up to EUR 38,883 (8.10% income tax and 27.65% social-insurance premiums), 37.56% up to EUR 78,426 and 49.50% above that (Belastingdienst). For South African tax, use SARS.

Pensions and AOW

For every year you are insured for the Dutch state pension (AOW) you build 2%. The build-up starts 50 years before your AOW age and stops when you receive AOW (SVB). If you live abroad later, you may be able to insure voluntarily. Read the Dutch pension guide for expats if you plan an assignment of more than two years.

Tax Filing

Your annual tax return (belastingaangifte) is filed with the Belastingdienst; check the current deadline on belastingdienst.nl. Complex situations (investments, overseas income, box 3) can benefit from a specialist. See the best tax advisors for expats guide.

Dutch Winters

KNMI’s 1991-2020 normals for De Bilt show an average of 3.9 degrees Celsius in winter (December to February), with about 212 hours of sunshine in the whole winter and 55.5 hours in December; the year as a whole has 1,714.6 hours of sunshine. Dress for rain and plan daylight and activity into the winter months.

Summary

The work permit route, the 30% ruling, tax, health insurance and driving licence all have official rules that you can check in advance: IND, Belastingdienst, RDW and Government.nl. For South African official information use the South African authorities. Start the paperwork early, especially the licence (185 days), health insurance (4 months) and the 30% request (4 months).

More questions

How does the 30% ruling work for a South African hire?

The Belastingdienst calls it the Expat Scheme (30% facility). You must be in paid employment, have specific expertise (2026: annual salary excluding the tax-free allowance above EUR 48,013, or above EUR 36,497 if you are under 30 with a Dutch academic master's degree or an equivalent), and have been recruited from outside the Netherlands. You must also have lived more than 150 kilometres from the Dutch border for more than 16 of the 24 months before your first working day. Your employer applies. The allowance is tax-free for up to 5 years; the maximum is 30% in 2025 and 2026 and 27% from 2027 for rulings applied from 1 January 2025 (Rijksoverheid).

Can South Africans exchange their driving licence in the Netherlands?

That depends on the RDW's rules for the country that issued the licence, and we could not open the RDW country list ourselves, so we cannot tell you whether South Africa is on it. Check the country on rdw.nl and ask your municipality. RDW also says that highly skilled migrants to whom the expat scheme applies can exchange a licence from any country. A valid licence from outside the EU/EFTA can be used for 185 days after you start living in the Netherlands (RDW).

Where do I find official information about South Africa?

For South African tax, healthcare, safety and energy information use the South African authorities, such as the revenue service (SARS), the national Department of Health and Statistics South Africa, and the Dutch government's travel advice for South Africa on NederlandWereldwijd. We do not compare the two countries on those topics because we have not used official South African figures.
